MCCC MEN'S DIVISION BASEBALL OPERATING CODE
I. Organization
of Coaches Group and Meetings
A. Membership
1. All baseball
coaches of the MCCC may participate.
2. Each member
college will have one vote.
B. Chair and
Secretary
1. The president of
the Baseball Coaches Association will chair meetings.
2. The secretary will
keep written records of all business conducted.
These records will be sent to the membership and the Conference
Coordinator as an addendum to the minutes.
C. Coaches Meetings
1. Regular annual
meetings will be scheduled during the state tournament. The host college will schedule meeting place
and time.
II. Competitive
Season
A. Each school may
play up to 16 dates in a season.
B.
No supervised
or organized practice may start earlier than February 15.
C.
Starting in
the fall of 2002, MCCC teams will allowed up to 14 practice dates in fall
semester. Dates must be documented with
the college athletic director and submitted to conference office after completion.
D.
Starting
spring 2007, teams may play unlimited games during their schools official
spring break. Those games will not count
towards the16 date limit.
III. Rules and Regulations
A. General
1. Baseball games
shall be played by MCCC rules, except as follows:
a. Re‑entry and
courtesy runners for catcher and pitcher may be used during conference play
only. Re-entry and courtesy runners may
not be used in post season play.
b. Aluminum bats are
allowed.
c. If one team is 10
runs ahead, at the end of five innings, the game automatically ends (regular
season and MCCC tournament).
2. The designated
pitch hitter rule shall be in effect.
3. Diamond is the official conference baseball
for the 2006-2008 season.
4.
The halted
game policy will be in effect for all MCCC Division contests. Make-up of halted games will occur as
follows:
·
If game 1 of
round 1 or 2 is halted, the game is picked up at the original site.
·
If game 2 of
round 1 is halted, game 2 is to be completed at the site of round 2.
·
If game 2 of
round 2 is halted, game 2 is to be completed at a site by mutual consent or if
no mutual consent, a home site shall be determined by coin flip.
B. Scheduling
1. Each division will
play seven‑inning round robin double headers.
2. Baseball Penalty
Clause‑‑if a team breaks a game contract, or fails to play a
scheduled division contest without the consent of their opponent and other
division members, it shall pay the offended school $250 ($500 for a double
header). This payment shall be made
through the Conference Coordinator.
3. Policy on make‑up
games:
a. Make‑up
games shall be played in the order of their postponement. Postponed games may
never be played earlier or later than by policy.
b. An "open
date" is defined as any week day on which a conference‑standing game
is not scheduled.
c. Make‑up
games shall be played, according to priority on the first available date, with
no delay for rest. Teams may NOT, by
mutual agreement, delay the playing of a make‑up game, except if all teams
in the division, who are scheduled to be affected, agree upon a make‑up
date by mutual consent.
d. Sundays may be
used as make‑up dates by mutual agreement.
e. Two teams rained
out on Saturday may play that Sunday, regardless of 5‑a above.
f. Effective in
1999, a penalty of forfeiture of two games will be enforced for both teams who
do not comply with the make-up game policy.
g. Teams are not
obligated to play during finals.
However, they can play by mutual consent. Make-up games that have an impact on qualification
into the MCCC tournament must be played at the conclusion of finals. Games affecting seeding only do not have to
be played.
6. Batting practice
is permissible on all dates. On
weekdays, no team may begin warm-up prior to 1 1/2 hours prior to game
time. Both teams must be provided equal
time and facilities.

C. Protests
1. All protest(s)
will go to the president of league of MCCC baseball. The two coaches involved in protest will be
contacted and 3 umpires (at large) will be contacted to rule on the
protest. NJCAA Handbook Guidelines will
be followed. The protested game will be
played at the next possible date and will be treated as a make‑up game.

V. Eligibility
A. NJCAA rules shall
govern eligibility.
VI. Awards
Procedures
A. Procedures for
selecting All Division and All‑MCCC Teams.
1. All coaches will
receive ballots two weeks prior to state tournament.
2. Coaches will
nominate their top five ball players.
The players will be ranked by their coach. Information on each player will be included
on the ballot.
3. All Division ‑
a. All-Division
nomination forms will be mailed by May 1 of each year. Nomination forms must be returned by May 10th
of each year.
b. Ballots must be
returned by May 15th of each year.
c. The All-Division
teams will consist of 2 times the number of baseball schools in the division,
ties will be included.
d. The person with
the highest point total in each Division will be named the "Division
Player of the Year". The "MCCC
Player of the Year" will be voted on at the coaches meeting.
e. The All State team
(MCCC) will then be selected from the All Division team.
f. The All State
team (MCCC) will consist of 18 players.
Voting procedure will follow the ranking system similar to
basketball. Coaches cannot vote
for their own players. Coaches must vote
or their player will be disqualified.
Players that are named All Region 13 are automatically named All MCCC.
g. The top three
ranked players in each division will be named to the All-State (MCCC)
team.
h.
Division
champions will each have two players on the All State (MCCC) team.
i.
Coaches will
select the final players at the MCCC baseball coaches meeting.
VII. State Tournament Policies
A. Date/Location
1. Scheduled division
games must be completed by the Tuesday prior to the MCCC tournament (Friday
start).
2. Games not complete
on or before the Tuesday of tournament week will be left unplayed and
standings/seeding will be determined by win percentage.
3. Wednesday will be
used for any potential play in games.
4. Each team
participating will be given two days of rest before the state tournament
begins.
5.
The MCCC
tournament will be prior to the Region 13 and NJCAA Division III
Tournaments.
6. Tournament
hosts:
The
following 1st round pairings will be used in the State Tournament.

Seeding
procedure as follows:
The
three (3) division winners will be seeds 1-3; division runner-ups will be seeds
4-6; and the 3rd place
finishers in the north and south divisions will be seeds 7-8. All
MCCC baseball coaches will submit a public vote via conference call
through the
Conference
Coordinator to determine exact seeds.
B. Type of Tournament
1. 8 team playback
tournament. Top four teams will qualify
for the Region Tournament. True 4th
place game will be played between the loser of the 3rd place game
and the winner of the Consolation game.
2. The official ball
shall be Diamond or the official NJCAA tournament ball.
3. The top three
teams from the North and South, plus the top two teams from the Central will
participate.
4. A coin flip will
determine the home team.
5. In the MCCC
tournament, the ten run rule after five innings is in effect.

D. Tie‑Breaking Procedures
for Entry into the State Tournament
1. In the event of a two
or three way tie for a division championship, the team entered in the #1
position will be determined by the following procedure:
a. Won-loss record head to head.
b. A draw for #1, #2, & #3 positions.
2. In the event of a four
way tie for a division championship, tournament participants will be
determined by:
a. Won-loss records head to head.
b. A draw for the #1, & #2 positions. The remaining two teams will have a
playoff to determine the #3 position, with
the loser eliminated.
3. In the event of a tie
for second place that does not effect any entry into the state tournament,
tournament participants will be determined by:
a. Won-loss record head to head.
b. Won-loss record vs champion.
c. A coin flip to determine positions.
4. In the event of a three‑way
tie for second place, tournament participants will be
determined by:
a. Won-loss records
head to head.
b. Won-loss record vs
champion.
c. A draw for the #3
position, with the remaining two teams involved in a play-off
game, with the
winner to be #2, and the loser eliminated.
5. In the event of a four-way
tie for second place, tournament participants will be
determined by:
a. Won-loss records head to head.
b. Won-loss record vs champion.
c. A draw for two play-off games, with the
winners advancing to the state
tournament, losers eliminated. Seed determined by coin flip.
6. In the event of a
two way tie for third place, tournament participants will be
determined by:
a. Won-loss records head to head.
b. Play-off game.
7. In the event of a three way tie for third place, tournament
participants will be
determined by:
a. Won-loss records head to head.
b. Record vs champion.
c. Record vs runner-up.
d. A draw to select the one team eliminated, a
play-off game between the
other two teams.
8. In the event of a four
way tie for third place, tournament participants will be
determined by:
a. Won-loss records head to head.
b. Record vs champion.
c. Record vs runner-up.
d. A draw for two teams for play-off game.
D. Tournament Protest
Procedure
1. Tournament
Director will be responsible for all umpires for the tournament.
2. The tournament director
will have on hand phone numbers or location where all umpires can be reached
immediately in the event of a protest.
3. The tournament
director shall contact all umpires scheduled to work in the tournament if a
protest is filed.
4. All umpires will
hear the situation and make an immediate decision.
E. Tournament
Postponement
In the MCCC tournament, where postponement results, the
resumption shall be from the point of delay, as in NCAA rules. All games shall be played in their entirety.
G. Tournament Batting
Practice
Batting practice before games will be allowed on
weekends and for all days of the
conference tournament. Equal
facilities must be available to all teams.
Both home and away teams will have the opportunity to hit, but if the visiting
team declines, the home team may still hit.
(Refer to Section III , B‑6) Standardized time schedule for pre‑game
hitting.
H. Tournament
Expenses
1. Authorized
expenses are for game officials only.
2. Two umpires for
each of the tournament games, and three umpires for the final championship
game.
VIII. Region
Tournament Participation
There will be no automatic bids into the Region XIII
tournament. The top four teams from the
MCCC Tournament will represent the MCCC in the Region Tournament.
