Civil Disturbance

Public assemblies that are not conducted in an orderly manner; unreasonably interfere with vehicular or pedestrian traffic; unreasonably interfere with classes, schedules, meetings or ceremonies; or unreasonably interfere with college functions are subject to the procedures outlined below.

 

Risk Assessment:

  1. The first observance of a disorderly assembly or civil disturbance should be reported to an available college administrator using the chain of command contact list.
  2. The following information is vital, so the situation may be quickly evaluated for response.
    • Location?
    • When did it begin?
    • How many people are involved?
    • What is taking place?
    • Has any violence occurred at this time?
    • Has the group defined its purpose or intention?
    • Are the identities of the participants known?
    • What is the perceived level of concern by surrounding students/staff/faculty?
  3. Based on the risk assessment, the college administrator will determine if there is a disturbance, and if so, if the disturbance may be diffused by a college response or if law enforcement should be contacted.

 

Response:

  1. The college administrators will direct the response or appoint a representative to serve in that function.
  2. If law enforcement is called in, the college administrator or representative will serve as liaison between law enforcement and the college president. The college liaison will serve with law enforcement in incident command.
  3. In cooperation with law enforcement, the college liaison will determine whether or not evacuation is appropriate, and make a recommendation to the president. If evacuation is necessary, notification of childcare facilities will be required.
